This is better. I wouldn't discuss the entry signs at this
stage.

I was puzzled to receive this PCN as I thought I’d checked the
location was unrestricted at the time. I can only think there
was a match taking place at the time that I missed, but after
investigation it appears there was a pop concert that you deem
to be a ‘match’ at the Emirates stadium.
I am challenging the PCN on the grounds that a pop concert is
not a match and I did all that was reasonable at the location to
check if there was a football match on at the Emirates stadium
using my smartphone, and found there wasn’t.
I draw your attention to decision 2250584855 by adjudicator Carl
Teper, who allowed the appeal on the same basis that there was
no football match but rather a concert, noting several other
such allowed cases, adopting their reasoning and findings as his
own.
I trust you will accept the decisions of multiple adjudicators
without troubling them further and look forward to your
cancellation of the PCN.

I have submitted the challenge. Hopefully council don't bother
pursuing and start updating their signage.

So I received a response and they outlined the same info that
was dismissed in a similar case whereby event is meant to mean
concert too.
The response does not give an option to challenge/appeal in
court? Does anyone know if that is done via the Islington
website?

For Regulation 9 PCNs under the Transport Management Act, 2004
that are served to the vehicle or the driver at the roadside,
there is a second stage of the process called the Notice to
Owner stage.
Your reps were an informal challenge against the PCN. However,
the process makes the owner, who may not be the driver,
responsible for payment or appealing of a PCN, hence the service
of a Notice to Owner, if payment is not received after rejection
of an informal challenge. A formal representation can be
submitted against an NtO by the owner, and if rejected, the
owner can register an appeal at London Tribunals, (or pay the
NtO, of course).
So yes, you can get to a "court" eventually, (although an
adjudication is not a court, but is judicial in nature).

They've conceded the point about it not being a match.
I would go on with this as the adjudicated decisions have
reached a critical mass.
