Police Traffic stop report - Driving without due care

Dear all,

I would appreciate some advice regarding an incident involving
my dad (Male, 68 years old) on 26th May.
He was driving behind a bus that had stopped to let passengers
off. After indicating and checking that the adjacent lane was
clear, he moved into that lane to pass the stationary bus.
Shortly afterwards, a police car with two officers pulled him
over and issued him with a traffic offence report.
My dad questioned what offence had been committed, as he
believed he had driven safely and legally. During the
conversation, the explanation seemed unclear. One officer
suggested there could have been school children crossing,
although it was half-term and the road was very quiet. When my
dad asked whether it was illegal to change lanes to pass a
stopped bus, he was told he needed to be "more careful" but was
not given a clear explanation of the specific offence.
The officer who spoke did most of the talking, while the second
officer remained largely silent. At one point, the speaking
officer asked the other officer to "book it in", but she
appeared reluctant to do so and refused.
I'm trying to understand whether there is an offence here that
we may be missing. Is there a Highway Code rule or traffic law
that would make this manoeuvre unlawful, assuming the lane
change was carried out safely and the road ahead was clear?
My dad also came away feeling that he may have been treated
differently because he is visibly from an ethnic minority
background. We have no proof of this, and I appreciate there may
be other explanations, but it has left him feeling quite upset
about the encounter.
Any insight into the legal position or similar experiences would
be greatly appreciated. Would it be advisable to take the course
being offered as the easiest route?
Thank you.

That link just takes you to the header page. No documents are
visible.
Irrespective of it being half term, did the incident actually
take place outside a school or within sight of a School?

Dad's ethnic minority status cannot possibly explain this.
As certain politicians and newspapers have explained over the
past few days, non-white people are actually treated favourably
by our two-tier police service.

The alleged offence (Careless) is described as where 'driving
falls below the minimum standard expected of a competent and
careful driver, or fails to show reasonable consideration for
other road users'.
This is largely subjective so without knowing exactly what the
officer alleges it's hard to comment. I wouldn't imagine the
manoeuvre was 'illegal' as such but the execution may have
fallen foul of the description above, e.g. poor timing or
causing someone else to deviate
Ultimately, it's up to your Dad whether he wants to accept an
out of court settlement (course/fixed penalty) or defend the
allegation at court.
If he opts for court and maintains a not guilty plea then the
matter will likely go to trial - this can be very costly if
found guilty. The offence carries 3 to 9 points but sounds at
the lower end of severity.

I cant see a school on the road in google maps but I will review
his dashcam when I meet him today (I was away for the last 2
weeks) to get clearer picture of what occurred.

It is better for humanity if people learn to not take what these
certain politicians and newspaper tell you as gospel and instead
try and speak to these "non-whites" to hear their lived in
experiences for a balanced view.

That's rather handy... Hopefully it has front and rear for the
complete picture...

Sorry, my satire perhaps should have been labelled as such.
