The Claimant's PoC are sparse but I will offer the following
skeleton defence;
1. Liability for the alleged debt is denied in its entirety and
no money is owed to the Claimant.
2. It is acknowledged that I was the Registered Keeper of the
vehicle at the material times.
3. That the driver of the vehicle is not known by the Claimant
and there is no legal requirement for me to reveal who was
driving at the material time and, as such, I will not be
providing that information under any circumstance.
4. That the Claimant is attempting to rely on PoFA to invoke
what is known as 'keeper liability' in an effort to move
liability for the parking charge from the unknown driver onto
myself.
5. That the Claimant is unable to rely on PoFA keeper liability
in this particular instance because the Claimant's Notice to
Keepers (NtK) were not served on the Registered Keeper (myself)
within the required period of 14 days from the alleged
contraventions.
6. That with the driver unknown and with PoFA unavailable, there
is no legal route by which the Claimant can hold me liable for
the parking charges.
7. On the basis of all the above the liability for the debt is
denied.

I have filled the N180 form, where should I submit my defence? I
haven't got access to mcol as it says that the claim number or
password is wrong.

I have submitted my defence. Is that enough or do I need to
submit n180 form as well?

Search the forum.
You will have to submit your own N180 form in due course.
For example,
HTML https://www.ftla.uk/private-parking-tickets/pcn-westbourne-medical-centre-payment-not-received/msg122491/#msg122491
Please, do your own research so you know what to expect. The
process is well documented by examples here.

I wanted to provide an update on my case.
Since my last post, I have received another Notice of Proposed
Allocation to the Small Claims Track, along with an email
confirming that a mediation appointment has been scheduled for 8
August.
In the meantime, I have also received the information I
requested from the DVLA. The DVLA response confirms that Smart
Parking requested my registered keeper details on 18/12/2025 in
relation to the alleged parking event on 06/12/2025.
Please let me know if this information has any significance for
my defence or whether there is anything else I should be doing
before the mediation appointment.
Thank you for your continued assistance.
