       OP, we and you cannot just let this pass:
       Hi all
       I've now received my notice to owner. They've sent it to me via
       email as I didn't get it in the post.
       I have 6 days to make an official appeal.
       NTOs must be sent by post. There is NO provision for them to
       resend within the currency of an extant NTO - the one you
       apparently did not receive.
       How did they know you hadn't received?
       And where does 'I have 6 days come from'?
       This looks very much like you get-out-of-jail card.
       But explain, pl.

       I called Kingston PCN customer service and explained that I had
       not heard from them. They said that they had sent a notice to
       owner to me via the post. I said I hadn't received it. Upon
       checking the address, they had put my flat number as my overall
       address number (i.e my address is x something-something court, y
       something-something avenue, however they had just put down x
       something-something avenue). They then said they would send it
       to me via PDF and said I had 6 days left on their system to file
       an official representation. I got the email with the PDF and the
       first thing I did was post it here.
       I hope that clears everything up. I'm not sure how it's a get
       out jail free card as I'm still very much on the hook for a fine
       of £90?

       I am lost. Let's see what the Notice of Rejection says once
       received. All current ones are flawed
