Thank you for the clarification. My main concern is avoiding a
court summons or CCJ. That said, if I have not received a Letter
of Claim, it would appear ECP have not followed the correct
pre-action procedure so the is no real threat of that happening.

You can not receive a "CCJ" or a County Court Judgment unless
and until you are taken to court and lose your case, and even if
so you will not have it recorded on your credit file unless you
do not pay within 30 days. Search the forum for many cases in
which a court claim is made, but defended, and the case is
subsequently discontinued.
There are no guarantees this will happen in this particular
case, of course, but I suggest that the odds are good that it
will.

My main concern is avoiding a court summons or CCJ.
Different beasts.
A court summons is the last regular step in the 'breach of
contract' process where the dispute is adjudicated by a judge.
It's almost inevitable because it's part of the claimant's
tactics.
A CCJ is, as already posted, the result of an outcome i.e. a
judgment in the claimant's favour after a hearing AND you not
paying within the prescribed period.
But there's a key step between summons and court hearing, namely
the claimant paying the prescribed fee which seems a bridge too
far for many.

The land is clearly covered by byelaws, so PoFa don't apply.
Just send them an email saying that, and that they have no
lawful rights to pursue the registered keeper. Also, mention
that they consequently are in breach of the UK GDPR rule because
they asked your private data to DVLA and they keep hassling you,
making the situation worse for them. You can mention you will
sue them for breach of GDPR rule if they don't cancel the PCN
immediately and that is causing you anxiety and frustration.

Just use today's date, the deadline doesn't really matter at
this point as you won't go to popla.

you can send them the letter via post or use their appeal
portal. But yeah also chill cause they have no legal stance to
enforce anything upon you.
I would send them an appeal letter demanding for the PCN to be
scrapped anyway for the peace of mind, otherwise they will keep
pestering you.
