You write to their Data Protection Officer asking for all
personal information.
There are examples here and templates and guidance on the
Internet.
You need to provide proof of identity as part of the process.

Dear Data Protection Officer,
I am writing to exercise my right of access under Article 15 of
the UK General Data Protection Regulation (UK GDPR) and Section
45 of the Data Protection Act 2018.
My details are as follows:
Full Name:
Address
Parking Charge Notice Number: 88811626553
Vehicle Registration Number: GF75TYA
I request copies of all personal data you hold on me, including
but not limited to:
- All personal data obtained from the DVLA or any other third
party in connection with the above vehicle registration;
- All images, photographs or ANPR data captured of the vehicle;
- All records relating to the Parking Charge Notice issued at
Brockhill Country Park, Hythe on 11/04/2026;
- All correspondence sent or received in connection with me or
the above PCN;
- Details of all third parties with whom my personal data has
been shared;
- Your legal basis for processing my personal data;
- The retention period applied to my personal data.
Please provide the information in a commonly used electronic
format. Under UK GDPR you are required to respond without undue
delay and within one calendar month of receipt of this request.
Proof of identity to process this request is attached, please
let me know you require addition or different proof of identity
and I will provide it promptly.

I've had a reply from Euro Car Parks see the attached.

I haven't received the first and original PCN so I feel it's
unfair I haven't been given a chance to pay at the discounted
rate. As I've said before a kind lady gave us her physical
ticket which we displayed on the dash and still had a few hours
on it. So technically we did have a ticket.
There are no big noticeboards where the ANPR is and the signs
inside the car park are just as bad.
Quite simply, on what grounds do I have grounds to appeal this?

Do you have (or can you easily acquire) photos to demonstrate
this? Poor signage could be a ground of challenge. Photos
showing the entrance, signage around the site, close ups of the
terms, and wider shots showing their prominence would all be
useful.

The allegation is that no valid pay and display or permit was
purchased. Displaying a ticket someone else purchased for a
different vehicle isn't of help here.

The car park is owned / provided by Kent County Council and this
is why the ECP NtK is not PoFA compliant - they don't even
mention PoFA.
You have missed the appeal deadline so you now have to play the
long game.
Never reveal the driver.
There is no way to keeper liability in this matter so rest easy.

You can use this

have grounds for appeal. You can check the postcode of your PCN
and if grounds for appeal are found, a custom template can be
downloaded. It is totally free as I am trying to launch it.

I'll get photos tomorrow and post up.
On a side note, I just received a private message linking me to
a website www.ninjapcn.co.uk where you type in the postcode of
the car park of the PCN, this one is CT21 4HL, and it tells you
automatically if the PCN is valid and or appealable.
I did this and it came back with:
"🛑 Deadline Alert: You are more than 28 days past the
issue date of your PCN. A formal POPLA/IAS appeal is legally
timed out.
How is this even fair if the PCN was issued 11th April and I
only received the final notification 2 days ago!?!? That's
crazy. There must be a formal appeals process. Please help!
As I said before I'll post pictures when I get a chance
tomorrow.

You don't need any photos.
You now have to wait to see if they pursue the matter further.
There is nothing further to do at this point in time.
You are now waiting for a 'Letter Before Claim' which we can
then respond to.
