Hi all. It's been 1 month since I submitted the informal appeal
(and almost 40 days since the PCN was issued). There have been
no updates since then - I have neither received a response to
the appeal (only an automated reply containing the details of
the appeal shortly after submitting it) nor a Notice to Owner.
When logging in to portal, the PCN shows as "Awaiting Payment"
with the outstanding charge still listed as being the discounted
amount as payable within the initial 14 days (£35)
Should I chase this up to find out what's going on or should I
       continue to wait?

There is no time limit for responding to informal challenges,
but the council are under a common law duty to act promptly and
fairly. London Tribunals regard anything over 3 months without a
good reason as potentially unfair. However Southend come under
the Traffic Penalty Tribunal who publish nothing on this
       subject.

       Rejection has now been received:

I guess there's not much more to do at this stage than wait for
       NtO

       Morons. But there we are.
Their comments compound the faults in the PCN and raised by you
       in reps.

       NTO was received yesterday:

I will aim to submit the formal reps in due course. Before I do:
       1. Should I remove the section that acknowledges the
contravention/asks for cancellation due to being the first PCN
received for this type of contravention?
       2. Is there anything compounding from the NtO to add in addition
to the 2 items of procedural impropriety?
3 Similarly, should I add anything about what was stated in the
       informal rejection as well?
