       Bromley Police Station Access Road - Caught in traffic

       Hi everyone,
       ​I have received a Parking Charge Notice (Notice to
       Keeper) from Britannia Parking for "Parked/stopped in a no
       parking area" at Bromley Police Station Access Road, High Street
       Access.
       ​Date of Event: 11/05/2026
       ​Date of Notice: 15/05/2026
       ​Vehicle Entry: 16:43:46
       ​Vehicle Exit: 16:50:02
       ​Total Duration: 6 minutes 16 seconds
       ​Context:
       The vehicle did not park or voluntarily stop on the access road.
       The driver used the access road for its intended purpose: to
       enter the Waitrose car park.
       ​Upon entering the access road, progress was initially
       delayed because the driver directly in front completely blocked
       the road to let a passenger down. Once that vehicle moved, the
       driver proceeded directly into the Waitrose car park, dropped
       off a passenger there, turned around, and exited back down the
       access road.
       ​Britannia’s ANPR cameras have merely recorded the total
       transit and turnaround time (6 mins 16 secs) between the main
       road entry and exit points. They have no video evidence or
       photographic proof of the vehicle actually being stationary, let
       alone "parked," on the restricted access road itself. The
       vehicle was in motion or waiting in traffic for the duration,
       using the road strictly for access to the retail site.

       ​I would appreciate your advice on how best to word the
       initial appeal to Britannia as the Registered Keeper.

       The suggestion is that the driver did not have the consideration
       period to engage with the signs and therefore did not agree to
       the terms and conditions. The first step is to appeal as the
       registered keeper and do not mention the driver outlining you
       defence. Normally 5 minutes is granted but if you can provide
       sufficient information however unlikely they may not pursue the
       PCN. You then appeal to POPLA and see what transpires.

       The Notice to Keeper is not PoFA compliant so there can be no
       keeper liability.
       However, I would appeal as the Keeper and state that you
       understand that the driver was caught in traffic and at no point
       did they park. State that the driver was simply trying to exit
       and at no point was a parking contract entered into.
