Liverpool - 12 - parked in residents or shared use space without
permit but no PCN issued

On many occassions, Keeper, along with many others, has parked
without a permit in a location that is within a controlled
parking area. Keeper is aware of the restrictions and
consequences, but, until now, Keeper has never been penalised.
Keeper has now received an NTO dated 13/05/2026 in relation to a
parking violation that occurred on 11/04/2026, but on no
occassion has Keeper ever found a PCN affixed to the vehicle.
NTO refers to the expiry of the 14 day discount period and
demands payment of the full penalty charge of £70.
If possible, Keeper would prefer to pay nothing due to the
absence of a PCN, but, in any event, Keeper would like to
request the discount to be re-applied. What is the best way to
go about this?

The PCN was served on the car.
If the contravention is solid and the signage is in place for a
CPZ or permit parking area then the owner/keeper can make polite
reps asking to settle at discount owing to PCN not there when
driver got back - it looks a little insecure but they often go
missing.
There are no pics of bay signage or entry signs. Was the car in
a parking bay with a parking sign?

The boundary to the zone is marked with plenty of signs that are
not particularly clear as they plagarise the standard no waiting
sign with some non-standard phraseology. The signs suggest no
waiting but they do not communicate that parking is allowed for
permit holders. The situation is confused by plenty of cars that
are already parked in the bays in the area. The bays are not
actual bays but just a continuous dashed line that runs parallel
to the pavement throughout the area, at roughly a cars width
from the pavement.
If people think the signage is inadequate then I will consider
appealing the whole thing otherwise I will simply seek to get
the discount reapplied.

So here is where the car was parked, in a marked bay: -

Note that this view is 2022, the latest.
And here is a sign, about 5-6 yards behind where the car was
parked: -

The sign, however, is most peculiar ! It restricts parking from
1st August to 30th June, so basically the whole year. One has to
ask why this restriction is conveyed in such an odd way. There
is no need for any dates at all if a restriction applies all the
time, and it could be considered misleading.
OP, could you tell us what made you park there, when the sign
is quite clear that it is for permit holders only between 10 am
and midnight.

The zone signs indicate a CPZ, which only controls single yellow
lines. Parking bays still need signs. Are you saying the signs I
posted near your car are not there any more, or are now
different ? Seeing what is near your car is key to working up a
robust appeal argument. Councils can be pretty dumb at signing.

I've been back to the site and the permit holder signs mentioned
here still exist. If the signs at the zone boundary and the
individual permit holder signs throughout the zone are
consistent then i'll not appeal. What wording do people suggest
to try and reinstate the original disciunt?

You need to make reps otherwise you have to pay the full
penalty. Perhaps in the vein of stamfordman's post:
