Just to keep this updated POPLA refusal today (they were very
slow) and almost immediately followed up with a letter from
UKPC.
I'll follow advice from the post above mine.

IMO, you do not have any substantive grounds on which could with
confidence rely. But let's see POPLA's decision first pl.
If you're prepared to play the game; know and would not be fazed
by their extra-procedural noise; can comply with the mandatory
procedures when these kick in and don't mind risking the parking
charge plus a few £ costs, then carry on.
