Do you know what time it actually was?
Assuming the bus lane is till 7pm, might as well appeal on the
time basis stated - without drawing their attention to the
pictures!

The enforcement notice says 19:40 and they can't change that.
I think this lane ends at 7pm so the contravention did not
occur.
Looks like they've messed up.
What's the story with the PCN - the initial PCN would have been
sent to the registered keeper so what happened to that. The
enforcement notice is the second stage in London bus lanes.
Contravention: 23 March
EN: 5 May

The PCN alleges that the contravention occurred at 19:40. The
bus lane restrictions only operate until 19:00, therefore
no contravention could have occurred at the time stated on the
notice.
The authority’s own CCTV evidence instead displays a different
time of 18:40, which directly contradicts the particulars
stated on the PCN. The notice therefore contains materially
inconsistent information and fails to accurately state the
alleged contravention.

You only needed this bit. The video is irrelevant.
The PCN alleges that the contravention occurred at 19:40. The
bus lane restrictions only operate until 19:00, therefore no
contravention could have occurred at the time stated on the
notice.
Bus lanes contraventions can have a camera issue. Hippo is onto
this but I don't think anything else was needed here.
Is the address correct on the EN as it is a concern the PCN
wasn't received.

Address is correct. To be honest a lot of missing post in my
area.

Well, if this goes to the Tribunal, they will be faced with
questions about the camera and they must attend in this law.
