       UK Parking Control - Leyton Mills Retail Park E10 - Overstay

       Went to do Bi Monthly Asda shop (big shop) on 04/05 with 2 young
       children and it took significantly longer due to children being
       distressed in the store and having to take a pause to comfort
       and calm down before proceeding with big shop and checked out
       with £336 of groceries. Anyone with young children will know it
       can be a military operation and this one failed miserably,
       loaded them in the car strap them in and , then another 15
       minutes to load groceries and left mentally exhausted.
       A few days later UKPC hit me with an invoice for breaching terms
       of Free 3 hour parking.
       This is a lease car so they went to the lease company first and
       this made it's way by email with Authority to speak directly.
       My first actions have been to contact Asda Customer Services by
       phone (today) however because it's not Paking Eye or Horizon
       Parking they said they can't do anything. They only request
       cancellation to those companies.
       My second action will be to go in store and see if they can help
       leverage some support, but I doubt I will get anywhere.
       Thought of having to pay another £60 on something that was out
       of my control is just mind boggling. However, UK PC can't see
       what is going on in store.
       Where do I stand with this?

       If it’s a lease then you’re not the registered keeper and you
       can’t respond as such.
       Your leasing company needs to name you as hirer to UKPC who will
       then send you a Notice to Hirer in your name, to which you can
       respond.
       UKPC will fail to send the other required documents along with
       the Notice to Hirer so, as long as the driver is not identified,
       the hirer can not be liable.
       In the intervening time, search the forum for documented cases
       of failures with the Notice to Hirer so you can prepare your
       response when you get yours.
       Tell Tusker to follow the law and to stop this nonsense with
       “authority” letters. The law and process is clear on what they
       should do, and is made clear on the notice you have had
       forwarded to you.
       However your danger is that Tusker will just pay the PCN and
       charge you directly. Search the forum for them also, they have
       been described in less than positive terms elsewhere.
       You can also write to the CEO of Asda telling him that you’re
       taking your business to a competitor in future. CEO@asda.com I
       believe. Your groceries cost £396 which will be significantly
       more expensive than a competitor.

       I went back to the store today and spoke with the Customer
       Services Manager who has emailed UKPC with a request to cancel.
       Although, he was being evasive with the usual disclaimer of no
       guarantee etc and he also wouldn't give me any contact details
       so I am able to obtain confirmation that it will indeed be
       cancelled on Monday.
       I have to wait a week and go back again and then I will have to
       pester him again - fortunately I noted his name and the time I
       spoke with him. Seems a rather inefficient process so I may just
       drop a note to the CEO anyway...
