       Penalty Charge Notice in N.Ireland by a private firm

       Hi
       So I received a Penalty Charge Notice on my car in a council
       owned car park in Coleraine. I used the Ringo App ( Should've
       usedd the Just park app ) and paid for the wrong parking
       location. Ironically I paid more for the wrong car park as it
       cost more per hour. Anyway I noticed it's being administered by
       CPS Ltd in Belfast ( private company who now work for the Dfi
       government department ) . This got me wondering as its a private
       firm and not a council warden issuing the ticket, they now issue
       tickets on the councils behalf which is something I wasn't aware
       of. I know the rules in Northern Ireland ref not paying a
       parking charge notice as they have to prove who was driving here
       as opposed to the rest of the UK etc but this is a Penalty
       Charge Notice, issued by a private company. I have already
       appealed and sent receipt for the car park I paid for through
       Ring go but Car Park Services Ltd turned it down. They said I
       can further appeal when they send out a Notice to owner. My
       question I suppose is, Can I use the ' prove who was driving
       argument ' or am I at the mercy of their appeals process ?

       Northern Ireland was late to joining the principle of civil
       parking enforcement. It basically follows the mainland regime
       with some differences, see below.
       Penalty Charge Notices are civil law enforcement documents, and
       the police are not involved with them. The NI arrangements are a
       bit different to mainland UK. The relevant regulations are: -

       We see very few PCNs on here from Northern Ireland, BTW.

       Some councils do contract parking enforcement to private
       companies. Edinburgh and Oxford use NSL to issue penalty charge
       notices and handle payments, for example.
       The Northern Irish legislation does let them do this. See
       section 2b on the “traffic attendants” page.
