Croydon council code 62 parked on footway norbury hill

Hi Everyone,
My nephew who has recently passed his test got a pcn on Monday
morning, he stopped on the footpath to drop off an Auntie who
has a blue badge which was not on display. The front of the
drive was not clear to park directly outside so he stopped there
to get her out and into the house. Which probably took him no
more than about 15 mins approx. Unfortunately there is a skip
opposite to where he had to park so he parked a bit over to give
more room to cars going up the hill.
I know, silly mistake but he is young and knows he was in the
wrong.
I have uploaded the pcn and was wondering if there is anything
to go on, on this occasion?
Or is it just accept he did a silly mistake and just pay the
discount?
I noticed on the pcn that where it has the address it says (opp
lp203) it seems to be an incorrect location or is it just me
looking at it in the wrong way? I looked on the croydon website
pcn and this is not on it on the site.
Any help would be much appreciated.

Off-carriageway parking has been banned in London since the 70s
and requires no lines or signs.In addition, there is no
exemption for Blue Badges.
The 'opp lp203' means "opposite lamp post 203".
I suggest you don't just join the Mugged CLub straightaway, but
submit reps on the lines you have told us, emphasising the BB
holder was being conveyed to her residence and cannot walk any
distance, hence the BB, but there was a large skip blocking the
other side of the road, so to allow traffic to pass the driver
parked partially off-carriageway. Don't be confrontational, just
apologise for this error by a driver who has only recently
passed his test. It may well not succeed, but at least makes
them do some work for their money.

Great, now I know what it means ;D
Yeah I know it's always worth writting reps.
I'll get him to write one out just as you said and see what the
councils reply is then report back.

Annoying but asking for discretion is all you have assuming the
PCN details are correct.
