Richmond - 12S Shared Bay without ticket - Incorrect Street Name

Hi all,
Grateful for any advice please. I've received an NTO in the post
for being parked in a shared bay (permit and P&D) in Richmond
and displaying no ticket. There was no PCN on return to the
vehicle so it must have been taken by someone/blown away so the
NTO is the first I heard of the contravention, therefore I've
also missed out on the discounted period.
I've noticed the ticket states location as 'Richmond Green',
however the vehicle was parked on 'Pembroke Villas', outside
numbers 2&3 which is the perpendicular road of the square. The
GPS location shown on the evidence photos pin points my vehicle
exactly to this location too. It's possible to match this using
Streetview to the houses shown in the background of the case
photos.
Would this be an easy 'contravention did not occur' as the
vehicle was not parked on 'Richmond Green' at the time?

Whilst wrong location is normally fatal to a PCN being enforced,
the location is for the square itself, which one would take as
any of the streets surrounding it. There is no street called
Richmond Green, so I don't think your argument would prevail if
you end up at London Tribunals.
However, I may be wrong so wait a bit for others to comment, but
don't miss any deadlines on the PCN.

Thanks incandescent.
If it helps, I believe the square is called “Richmond Green”,
and it’s surrounded by three roads; The Green, Portland Terrace
and Pembroke Villas.
PCN location was “The Green Richmond” but vehicle was parked on
and GPS logged by the CEO on “Pembroke Villas”. I’m hoping “The
Green Richmond” implies “The Green, Richmond” rather than the
square, for example the address of the pub on The Green street
is “28 The Green, Richmond”, but the address of the houses on
Pembroke are “x Pembroke Villas, Richmond”.

Ive had a ticket get cancelled by the LA as TMO described the
loading bay I was parked in as being x meters south from
junction with vicarage road. (the road was actually called
vicarage drive). they just cancelled the PCN at LA.

The PCN doesn't look very securely served under the wiper.
Why did you the PCN. Did you just not pay.

Hi stamfordman, I haven't paid the ticket yet, I only knew about
the ticket when I received the Notice to Owner in the post.

When you tell Richmond that their photographic evidence shows
your vehicle was in Pembrooke Villas, not 'The Green’ and
therefore the alleged contravention did not occur I suggest you
also include a photo of the street sign ‘Pembrooke Villas’
which is alongside 1 Pembrooke Villas:

Ah sorry, I misread the bay timings in a hurry and thought
Sundays were free!
