I seem to be able to access it all fine.
The first question would be where did you display the ticket, it
doesn't appear obvious in the picutures.

Hi all,
I’m quite surprised that this information is accessible — I’m
not sure how that is possible.
Regarding your question, I did not display the ticket. I didnt
even know I should leave it on the car. My point, however, is
that I ended up receiving an £80 penalty for a service I had
already paid for. I paid the parking fee, but the fine is solely
due to not displaying the ticket.
It’s frustrating because there are multiple systems in place —
Ringo, PayByPhone, Europarks, and the machines in the Royal
Parks — each with different processes. “It’s frustrating because

rushing, so my attention was on other things. I’m not trying to
make excuses, but it’s genuinely frustrating to navigate these
rules when the payment was made correctly. If I were being fined
for something I hadn’t paid for, I wouldn’t bother arguing — I’d
just pay it. But this time the situation is different. I just
wanted to find ways to appeal the fine.

The ticket says on its front: Use sticker on back to attach to
inside of windscreen.
Similarly(according to GSV) so do the traffic signs in Chester
Road.
You obtained a ticket from a machine which I suspect carries a
similar message.
The offence is not displaying the ticket.
In enforcement terms display of a valid ticket signifies that
payment has been made and payment is what they're interested in.
IMO, you're on the brink of working yourself up as if there's a
conspiracy of events and agents against you, but IMO there's no
reason to do so.
To date you've received an ECN because at the time you had not
shown that you had paid. That's it IMO. Don't ascribe all sorts
of motives to NSL, you had not shown that you had paid, which
you acknowledge.
Hopefully your email enclosed a clear copy of the ticket and was
balanced as regards its comments in which case you give yourself
the best chance of success.

Now I've seen the back of the ECN, it reminded me I'd seen one
of these before where they refer to the service of a Notice to
Owner, which is not part of the Royal Park regulations and is
therefore complete tosh; in fact most of the back of the ECN
quotes stuff as if it were under the Traffic Management Act
2004, thus showing the complete ignorance of NSL of the
regulations. Under the regulations, the driver has responsibiity
not, (like the civil PCN regime) the owner.
