Well, you have joined The Mugged Club as all this council's PCNs
are winnable re their website. But, I understand that 99% of the
7 million people just give up and pay. I mean ALL!

That may be the case,
But I don't appreciate being privately DM'd and ask to pay (be
it in a no-win/no-fee basis) on a website that calls itself Free
Traffic Legal Advise.
Who knows how many more people are being contacted and asked to
pay, privately?

You are not being asked to pay, but advised to pay as the best
option.
There have been many successes on this forum, but if people
aren't prepared to take councils to adjudication, the discount
will be the best option in many cases. Councils, especially
London councils, ruthlessly game the system to maximise their
income. They do this by refusing all representations, and
reoffering the discount. So most people just pay-up to avoid
having to risk the full penalty at the adjudicators.
