       Heathrow Apcoa - Long Stay Ticket

       Good morning,
       My wife recently used my car to park in the staff area of Long
       Stay at Heathrow.  She didn't have her work permit displayed in
       the windscreen due to a last minute vehicle swap, and received a
       ticket.
       I did advise her I'd deal with it, but in her infinite wisdom
       she contacted them to advise she was driving, she was parked
       correctly and the reason for the permit not being displayed, so
       I never received a NTO.
       They have rejected her appeal and insisted the PCN stands - is
       she able to ignore this and I can wait for the NTO and tell them
       to do one under the usual airport byelaws, or has she screwed
       the process by appealing as driver?

       NTOs are for council tickets. A Notice to Keeper would
       ordinarily be issued in private cases.
       If she has told them she was driving and provided her name and
       address, APCOA won't be contacting you, as they don't need to.
       They will continue to contact her.
       If she had waited, and you had appealed, the matter would have
       been cancelled. However, in our experience, we have never seen
       APCOA take a single case to court. She can therefore ignore the
       incoming barrage of letters from debt collectors (who are
       powerless). In the very unlikely event she receives a Letter of
       Claim from solicitors, come back here, otherwise, continue to
       ignore. They usually get bored after a few months to a year or
       so.
