Most councils will have a web page for PCN payment and sometimes
this page also give access to the PCN evidence.With others there
is sometimes a separate page for viewing the evidence. Normally
one inputs PCN Number and car registration.

Ive done that but since i lost the appeal that has disappeared.
I wanted to gauge whether its worth going to tribunal

If you select the Payment section the PCN evidence can be viewed
there.
