       HAVERING - CODE 31 YELLOW BOX - ROM VALLEY WAY

       My wife was driving our car and entered a yellow box and
       received a PCN for code 31 "Entering and stopping in a box
       junction when prohibited" but if you watch the video I don't
       think she was every truly stationary.
       Should I appeal this?

       Just to note that the video stops before your wife has fully
       left the box, but I agree that the video shows no stop at all in
       the whole video. So submit representations based on no stopping
       occurred in the box.
       You'll get the usual Fob-Off letter, so if you want to stand
       your ground, you'll need to register an appeal at London
       Tribunals.  Havering do not re-offer the discount when rejecting
       representations, so if you submit them, it is a total no-brainer
       to register an appeal with London Tribunals, because only the
       PCN penalty is at risk, there are no additional costs, and, of
       course, if you win, you pay nothing, but Havering will have had
       the PITA of preparing an evidence pack and also paying the
       adjudication fee.
       The alternative is to cough-up now, and join the Mugged CLub.

       If that video is the entirety of the council footage, then it
       doesn't show a contravention.

       WAIT please.  Go to their website and see what the grounds are.
       I have a major complaint against them at present re possible JR.
       Screenshot everything. Back later with a comprehensive draft
       which will address the alleged contravention plus technical
       issues.

       PM tomorrow. Please do the website homework. All of it including
       the caveat box to tick re £5000 fine. My own is pending in June.
       The Strand is looming. It cannot possibly be the intention of
       Parliament for councils to publish incorrect information on
       their websites which contradict the statutory documents/process.
       I have just applauded you for joining the fight. I only wish the
       other 99% would do so too.

       Shameful rejection, but as expected.
       Stand your ground on this one. Do you have a copy of what you
       submitted as your representations? We can use that as the
       foundation of your appeal.
