The parking operator will state that the notice is posted on the
day that it was issued.
There is no “legal” requirement to do more. There is a code of
practice, but that doesn’t have the force of law.

of posting of a notice, not simply of that notice having been
generated (e.g. the date that any third-party Mail Consolidator
actually put it in the postal system.)

An appeal to POPLA can be on the basis of non-compliance with
this code, but as you’ve already seen they’re often useless.
