East Riding Council PCN

Hi all,
Posting on behalf of a family member who received a PCN from
East Riding Council, despite as far as we can tell, doing
nothing wrong.
The PCN itself states "Parked in a restricted street during
prescribed hours" issued at 12:32pm.
I have revisited the street and cannot see any parking signs
regarding prescribed/prohibited hours.
Using Google street view, the car was parked pretty much exactly
where the white car is on the photo below:
- It is/was on double yellow lines but said family member is
disabled, visiting the podiatry clinic directly opposite that
can be seen in the photo (usually parking is available in the
town square behind but it is closed for building works).
- They put in their blue badge with the clock at 11:45am, the
PCN was received less than 1 hour later at 12:32pm.
- There is a loading bay behind the double yellow lines but no
prescribed hours just a "Goods vehicle loading only" sign

To find said place on the map, you can Google 21 Southgate,
Hessle, England.
Thanks in advance for any responses here, the family member was
under the assumption they could park here for up to 2 hours on
double yellow lines with their blue badge should they need to
(as in this instance).

Using GSV, please tell us exactly where the car was parked. A
link like this is preferable with text to say where the car was:

To do this, look at black square top left of a GSV street view.
Click on the three vertical dots, then select "Share or embed
image" then follow the instructions on the box. You'll get the
link into your Clipboard, from whence it can be pasted into your
thread.

Family member believes car was parked almost exactly where the
one in the photo is shown, and at most to account for error,
maybe 1-2 foot further forwards, facing same direction.

What are the PCN number and car VRM. Or check yourself for
council pics. If not online, ask for them.

Looking at your GSV link, I can see nothing that would prevent a
BB holder of parking there. There are double-yellow lines, but
no kerb blips to indicate a loading restriction. So I suspect it
was the display of the BB nd/or its clock that has caused the
PCN.
So I suggest you submit representations pointing out that the BB
and clock were correctly placed on the car dashboard by the
windscreen, so can see no reason for the PCN being served and
request that it be cancelled forthwith. Post up their reply when
you get it.

Hi both,
A little update, I bumped into a traffic warden in the town
square yesterday and asked them about parking restrictions
during "prescribed hours" at the location where my mum received
the PCN.
After a brief conversation the traffic warden said they
remembered the vehicle because they were the one who issued the
PCN.
Turns out, it wasn't for a parking offence during "prescribed
hours" as per the statement on the PCN because there are no
prescribed hours at the location.
But rather that my mum had put her disabled badge in upside down
on the side labelled 'Back' as opposed to the side saying 'Front
- display this side up'. (Mum said it fell out of her wallet
holder and she didn't realise as picked it back up.)
The traffic warden said they issued the ticket because the
expiry date wasn't visible on the reverse side, even though it
clearly is, see the pic below.
They were nice about things and said if it's appealed with a
picture of the front showing the expiry date then it will be
cancelled by the council.

I'm not sure I entirely believe it will be cancelled given this
approach.
What are your thoughts on how to approach the appeal?

Just send a polite ask saying the badge was accidentally
reversed on display but still had the expiry date on examination
of the back and would they kindly cancel on this occasion.
Enclose a pic of badge and promise to be more careful in future.
