If you read the NtO, you'll see that it is 28 days from date of
service, which adds 2 days to the 28 days calculated from notice
date. Best not to take it to the wire, though.

Ah okay that makes sense. Thank you very much. Would my issue be
classed as procedural impropriety. I don't want to fall at the
first hurdle haha.
