For the avoidance of doubt, I'm obviously not referring to
enforcement by PE themselves. I have zero concerns about that,
or even having a CCJ recorded against me. I was more concerned
about the possibility that they might use the services of the
court sheriff, etc., to enforce any judgment against me.

Assuming it went that far, and considering the circs, I think
there's a reasonable chance of that.
So you guys are advising that I (as the keeper of the vehicle)
should still submit an appeal to the PPC, even though we all
know it will be summarily rejected? Very well.
If the grounds of the appeal are PoFA compliance, what's to stop
them from issuing a further (compliant) NtK and still demanding
payment?

We always advise following the appeal process because it
demonstrates to the court that you tried to avoid being taken to
court, and in any case the effort would mainly be required
anyway in constructing a defence for the court claim.

They cant issue a second NTK, even if they did it would have
been outside of the 14 day window so not POFA compliant. Anyway
they won't accept the PCN isn't POFA compliant as they will
think it is. It's highly unlikely POPLA will either (see the
Euro Car Parks thread).
Please be aware the advice you are being given is to run the
process down and hope they don't proceed to court. You may have
to defend this one properly and the POFA non compliance argument
is proving to be extremely weak.

Thatsa what I thunked. Makes sense, though there are other
fightback sites that advise exactly that. Very confusing, but I
trust your advice.
So my appeal should be along the lines of:

Depends on what you want to achieve. If you want to get the PCN
cancelled at appeal then no, its not going to work. If you're
playing the long game going through the motions and hoping they
discontinued before court some knths in the future then yes
it's fine.
