PCN London Borough Of Newham - 53J Entering Pedestrian Zone

My wife has received a Ticket from London Borough Of Newham for
driving into one of the No Entry Zones that are put in place
during School Pick Up hours.
She was going to pick up the kids and didn't manage to find
parking on Cranmer Road but turned right on the roundabout on
Godwin Road believing she was still outside of the enforcement
times of 15:00 - 16:00. She received a ticket stating she went
in at 15:05.

I have attached the images of the PCN below. Not sure if there
are any grounds to appeal based on the 5 mins??. But would be
grateful for any support

It seems your wife knew about the restriction, but got the time
wrong. Frankly, 5 minutes is unlikely to be considered de
minimis at London Tribunals, the only place where you'd get an
unbiased judgment. The council keep all your money if you pay so
are hardly unbiased.
Your wife turned right into the restriction and Newham have
erected an advance warning sign, so one has to conclude that the
signage is adequate to convey the restriction, the test in
Regulation 18(1)(a) of The Local Authorities’ Traffic Orders
(Procedure) (England and Wales) Regulations 1996

Just looking at a similar post for another borough, just
alwondering if the council have an error on the letter with the
dates on which the payment is due.. 28 days from the date of
notice as opposed to 28 days from the date the pcn was served?

No they haven't.
The LLA & TfL Act 2003 is flawed, in that the period for payment
is defined as from Date of Notice and the period for submitting
representations is from Date of Service. It is quite clear no
officials or MPs ever queried this, even though it's their job !
