PCN Tower hamlets - Parked in a restricted street during prescri
bed hours

I recently received a PCN on a street in Tower Hamlets.
The contravention was for parking in a restricted street during
prescribed hours.
The main sign read 'mon-sat 7am-7pm business permit holders only
or pay by phone'
Above that was another sign that read 'mon-sat, midnight-7am,
7pm-midnight' with the restricted symbol on it. I was confused
by these signs so i followed the sign at the bottom which had a
list of pay pby phone companies. I went on ringo and it said
that it was actually free at this time, which was around 9pm. So
i left the car there thinking that it is free. I came back
around 3am to see I had been issued a PCN at 1:05 am. Every car
on these bays also received a PCN. I will attach a google drive
link with 3 images, one of the PCN, one of the sign and one the
ringo page.
I was under the impression that it was free to park due to ringo
telling me that it was free. I didnt undertsand the sign at all
and still do not understand it. I would like some help to appeal
this PCN.

If you didn't understand the yellow sign with the "No Parking"
symbol, and the hours when parking is not allowed, then you are
going to get a lot more PCNs in the future. Signs like this are
the whole basis for imposing parking restrictions, together with
a single yellow line to alert you to a restriction existing, and
the need to look for the sign to make sure you can or can't
park.
CLearly you were misinformed by Ringo, and may have the basis
for an appeal, but the sign is present and clear so I doubt this
would succeed, but others may differ so wait a bit to see what
they may say.
