       removed
       the ability of private companies to clamp cars and replaced it
       with requirements for them to follow to transfer the liability
       to the registered keeper. The companies themselves are still
       mainly ex-clampers with the same mentality. If you had nominated
       the foreign driver within 28 days you would have stopped being
       liable, but doing so later probably means that you will still be
       pursued, but given that it’s DCBL and DCB Legal you will just
       have to jump through hoops until they likely discontinue.
