NCP - Misusing parent and child bays - Swansea Kingsway

The driver was issued a parking charge by NCP at Kingsway,
Swansea, date of incident of 24/02/2026 and received on
02/03/2026 for allegedly misusing a parent and child bay. I’m
assuming their evidence is based on photos showing no child seat
in the vehicle.

Can you confirm that the driver did have a child with them? If
so, what roughly what age are we talking?
FWIW, the NtK is not PoFA compliant.

The driver did not have a child with them, and was not aware
that it was a parent and child bay. Is this worth contesting?

Yes, as long as you move to talking about the registered keeper
receiving the PCN rather than the driver, and because the PCN is
not compliant with PoFA 2012 the liability can not be
transferred from the unknown driver to the registered keeper.
At the moment you’re possibly shooting yourself in the foot by
identifying the driver.

This was my appeal to NCP:
I am the registered keeper of the vehicle in receipt of the
Parking Charge Notice.
I note that your Notice to Keeper fails to comply with the
strict requirements set out in Schedule 4 of the Protection of
Freedoms Act 2012 (PoFA). As a consequence, you are unable to
transfer liability for the alleged charge from the driver to me,
the registered keeper. There is therefore no lawful basis upon
which I, as keeper, can be held liable.
For the avoidance of doubt, I am under no obligation to identify
the driver, and will not be doing so.
Given that you cannot rely on PoFA to pursue the registered
keeper, I require that you cancel this Parking Charge Notice
immediately.
Should you choose to reject this appeal, you must provide a
detailed explanation as to how your Notice to Keeper fully
complies with Schedule 4 of PoFA 2012. You must also provide all
evidence on which you intend to rely, together with a valid
POPLA verification code so that the matter may be referred to
the independent appeals service.
I do not consent to the processing of my personal data beyond
that which is strictly necessary for the consideration of this
appeal.
I look forward to your confirmation that this matter is now
closed.

That letter was clearly written by a 7 year old doing (very
early) work experience?
Who lets a 7 year old answer the appeals?
Oh yes! It's NCP!
They'll probably go bust you know!
