Havering, Code 01 parked in a restricted street (yellow lines in
marked bay, all faded), Norfolk Roa

First time posting so apologies if anything is unclear or badly
presented, and thank you in advance for any help!
Deadline - We appealed the PCN, received a rejection by email,
and received the Notice to Owner today, dated 13 March, so I
believe we have until 10 April (28 days) to appeal further. [br]
Initial appeal - Norfolk Road (RM7 9DL) has residents permit
parking, and we have a valid permit. I parked here and received
a PCN with code 01, "parked on a restricted street", and assumed
there was some misunderstanding over the permit and appealed.
They responded to say that the PCN was issued because I parked
on single yellow lines during restricted hours.[br]
Road markings - The road has marked bays all along it, and has
one single marked bay that overlaps with single yellow lines,
such that it is not possible to park in the marked bay without
also parking on the yellow lines. The lines have all faded
significantly with time (see below for historical google earth
screencap for the original lines, photo for current appearance,
and black and white photo of my parking). The restricted hours
for residents only parking and for the yellow lines are the
same, as far as I can tell (see signage photo). ***Editing to

I know that you're not supposed to park overhanging yellow
lines, but I feel the marked bay confuses the situation? (As I
understand it, if you followed the rules properly then nobody
could park in the bay during the restricted hours, but anybody
can park anywhere along this stretch of road outside restricted
hours, so what purpose would the marked bay serve?).
Additionally, I know this is not an excuse or legal defence, but
people park in this spot during the restricted hours literally
all the time (I can see someone parked there right now, from my
living room window), and I've parked here for years without
getting a PCN before, despite the fact that wardens patrol our
area very regularly. This makes me wonder if I only got the PCN
because a new warden was patrolling and they couldn't see the
faded bay lines? [br]
If you lovely folk tell me "you were daft to park there, pay the
fine and don't park there again" then I will do, fair enough.
I'm just hoping the situation is fuzzy enough for further
appeal? Or maybe the original PCN was unclear enough that I can
request to pay the original discounted price? [br]

"Horrible Havering" don't re-offer the discount, so it's now a
total no-brainer to take them to London Tribunals. The state of
the road markings is a disgrace, and this needs heavy emphasis
as well as what seem to be completely barmy parking bays
installed without any consideration of the yellow lines that
were previously there.
So make them do at least some work for their ill-gotten gains.
Of course you may well win at LT so they get nothing, but will
have had to pay the adjudication fee and also prepare an
evidence pack too.
