       This is the key sentence of their response:-
       --- Quote ---
       > Bristol City Council is of the opinion that recovery of the
       Clean Air Zone Tariff charge via the Penalty Charge Notice is
       lawful and does not represent a failure to observe a statutory
       or regulatory requirements.
       --- End Quote ---
       So the only place to get an unbiased opinion on this is to take
       them to the Traffic Penalty Tribunal and quote the words of
       their own Chief Adjudicator. However, the full PCN penalty would
       be in play.
