I am the vehicle keeper and, as I understand it, there is no
legal obligation for me to reveal the driver.
As your Notice to Keeper is not PoFA compliant I refute all
liability for this parking charge.
In the circumstances it appears that your options are as
follows;
Cancel the parking charge
OR
Waste further time, money and resources and provide me with a
POPLA details and codes etc.
