The rejection says they found a session at 5.31pm, 34 mins after
the PCN but this makes no sense as the PCN is 2.53pm.
Can you explain the 5.31?
The contravention is not paying the parking charge but you can't
pay for something that is free.

After I returned to my car to find the parking ticket on the
window, I went over to the machine and enter my registration
number again out of curiosity to see what message I got. The
message was the same as I recall seeing the first time. I do
realise with hindsight that going to the machine and doing this
has now given them the impression that I have tried to be crafty
and initiate a session at 5:31. However, that was not the case.
Clearly the 5:31 session did register correctly. They make you
enter your reg number because there is a maximum 3 hour stay.
Can you recommend wording for my formal appeal or should I just
submit anything on the basis that Havering will doubtless reject
it regardless?

I would repeat that you used the machine as instructed and can
see no reason why it failed.
Then say you were puzzled when you saw the PCN and went back to
the machine and repeated taking out the session in exactly the
same way.
Say in any case the contravention did no occur as a free session
cannot be paid for.
See if Hippo adds anything but do not miss the deadline - just
get something in as nothing to lose unless you miss it.

You can just say, "I rely on my formal representations against
the Notice to Owner". Probably best to show a time-line of
events as a summary at the top, giving the actions taken at each
timed even in the course of events. You emphasise that a parking
session was taken out at the time of parking and there was no
intention to avoid payment.
Make sure you request a hearing at London Tribunals. These are
by phone or MS Teams, so no need to trek out to LT HQ. Personal
attendance means the adjudicator can ask questions to clarify
things and also get an impression of you as a witness.
