       Charge certificate not registered with TEC 2.5 months later

       I never received the initial PCN from tower hamlets council, I
       did however receive a charge certificate on December 23rd. I am
       waiting for them to register the charge with TEC so that I can
       appeal it.
       It’s been 2.5 months now, 2+ months of checking each week if it
       has been registered with the TEC and this is just wasting my
       time and drawn out stress.
       What can I do now? Is there a time frame that they must register
       it by?
       I appreciate any help, thank you.

       Clearly the council are getting into the realm of "abuse of
       process", and unfairness with such an extended interval. You
       could try phoning them to see when they might be registering the
       debt. There may be a regulation somewhere that forbids them to
       register after a certain time has passed, but I'm not expert in
       that. You could try asking TEC if there is a time limit on
       councils because there certainly is a time limit on the poor old
       motorist ! Finally, you could raise a complaint with the council
       too. They must have a complaints process and must deal with
       complaints raised within it.

       Saw this whilst checking the status of mine and having a look
       around. We are in pretty much the same situation with my CC
       issued one day before yours.
       I don't know if you have had anything added to the status of
       yours recently but I have had the following logged in recent
       days on the portal but no change to the amount:

       Hi mate just checked mine and it says the same as that - will
       call and check it’s registered with the TEC now thank you
       Hope yours gets sorted too. I have received no post btw (I
       conveniently never do from places like this)

       What makes you think you could submit a statutory
       declaration/witness statement anyway?
       As you received a PCN/NTO, then if you made formal reps and
       received a response your only route was to appeal to the
       adjudicator, nothing to do with TEC. However, if you made formal
       reps to the authority but did not receive a response then you
       would have grounds to make a submission to TEC.
       While we're waiting, pl fill in the background and post whatever
       docs you have.
