I'm not 100% sure about that myself as I don't manage these
affairs within my household. But as far as I know, the BB holder
can apply 2 cars to be exempt from congestion charge at any
given time, that they must be present in the vehicle, I'm not
sure TBH.
Could you link what you were reading please?

In short:
The exemption applies to vehicles registered with Transport for
London (TfL) by the Blue Badge holder, and it covers journeys
made "by or for the purposes of transportation" of the holder.
