In my email to tec[member=6517]justice[/member], I said that the
car was registered to her and gave her name and address along
with the PCN number. Will that help?

Is/was the car registered to her on the V5? If so why are you
opening her mail? You could be looking at PCOJ which means
soap-on-a-rope for a few months. So whose name is on the V5?

I’m not opening her mail, she is sending me photographs of the
letters she has received. It’s her name on all the documents, I
was just a named driver.
When she got the first letter, the original PCN, I appealed it
on Havering Council’s website explaining that I was driving the
car etc etc

Doesn’t matter who was actually driving.
Penalty charge notices are served on the registered keeper of
the car. It’s their responsibility to pay it or deal with the
paperwork. When you reply to an Order for Recovery, that’s court
paperwork. You can’t just fill it out under somebody else’s name
- she’ll need to do it herself.
Tell her to file the paperwork and send you the new penalty as
soon as it arrives, and you’ll pay it. If she doesn’t file the
paperwork, the bailiffs will come after her, not you. She’s only
hurting herself if she doesn’t.

Ok, I have asked her to do that. The problem is I already filled
in and emailed the TE9 on Saturday, stating that she was the
registered keeper, but I was driving. Will her reply over rule
mine, or should I email TEC explaining the situation?
