Hi John,
Sorry for the delayed response. I had been checking on and off
in the PCN portal and nothing had been showing. The appeal I had
submitted via email and that was not reflected in the portal but
I had the email confirmation so didn't try and put an appeal
again through the portal. I have just today logged in and it is
now showing £80 outstanding and the status says "NTO/Enf.Notice
sent", but I don't know whether that means they've decided on
the appeal or not as I've not heard from them. And does
"NTO/Enf.Notice sent" refer to the original letter or is this
the next stage?
When I appealed, I had to send in the appeal via email or post
but more recently I noticed that the portal gave you the option
to appeal, I'm pretty sure that option wasn't there before.

Good morning,
I have received a letter in the post to say they have cancelled
the PCN due to exceeding the legal time frame to respond to my
representation.
They do state that the restriction is still valid and any
similar PCNs may not be cancelled and this decision must not be
taken as a precedent.
But that is a relief! Thank you to everyone on this group who
engaged and offered their input.

Clear proof they never bother to actually read the legislation !
Only the Traffic Management Act 2004 has a limit of 56 days to
respond to formal representations, the LLA & TfL Act 2003 has no
legal limit other than common law fairness..
