Ealing PCN 53J - Failing to comply with a restriction on

Hello,
I have received a PCN from London Borough of Ealing for the
alleged contravention of 53J - Failing to comply with a
restriction on vehicles entering a pedestrian zone in Mansell
Road Greenford (2) (U) on 27/02/2026 at 15:55:04.
The fine is £160 reduced to £80 if paid within 14 days.
I am not from the area and was with my son who was driving. We
were busy focusing on the satnav and genuinely did not see the
sign.
I have gone online to view the footage and it does not show us
turning into the road, it shows our car driving straight already
on the road and past the signs. Just before the signs there are
two roads on the left and right. It seems odd to have
restriction signs appear in the middle of the road? Is this
reasonable?
I did not notice any advance signage elsewhere.
We are not from the area and the only signs I was aware of were
restricted parking on many of the roads around there, but not
restricted access.
According to the picture, the restriction is during 8.30-9:15
and 3:00-4:00 (at least that is what I can make out from their
image, it is not completely clear).
Any advice on the Mansell Road road signs? Not sure if the signs
are compliant and we genuinely missed them or whether it's
actually unreasonable to spot them and read them in the middle
of a road while driving straight.
I am not sure how to share the video.

Oh dear, yet another "satnav-assisted PCN"
However you need to tell us a lot more, so please read this and
update your thread accordingly.

It is a long stretch of road and only towards the end do the
restricted entry signs appear. But that is based off my review
of google maps just now - I can't be certain there are no signs
at the entrance of the road which was much further down.
The road on the left of the restricted part of Mansell Road is
Garrick Road, and the road on the right is Ellesmere Road.
Grateful for your input if this is worth appealing.

For me, it doesn't look good. You drove head-on to the signs and
without any hesitation, drove straight past them. There are
signs like this all over London with the express purpose of
stopping rat-running. The widespread use of satnavs and people
obeying the instructions like automatons, has lead to us seeing
a lot of cases like yours.

Okay, thanks for reviewing. We don't drive in London often, in
fact, the last time we visited Southall was well over 5 years
ago. I usually am very conscious of road signs, but in this
instance, this was a very long straight stretch of road, and
only towards the end did these signs appear. This is the first
time I've come across something like this. I guess we'll have to
pay the fine and take it as a lesson learned!
In terms of driving straight on, is it reasonable that we should
stop mid-driving on a straight road to read signs? And then have
to suddenly determine a change in direction at the point we
would have been driving straight?

If the speed limit is 20 mph, then it is reasonable, I think,
and an adjudicator at London Tribunals would probably concur.
You can, of course, after submitting representations to Ealing
and being rejected, register an appeal at London Tribunals. You
have an absolute right in law to test the matter there, but
must, of course, risk the full PCN penalty. If you win, you pay
nothing, if you lose, it's the full PCN penalty, but that is
all, there are no additional costs.

I did not see this, but thank you for taking the time to review
and highlight this sign. I think I will put in an appeal, I have
a few days before the reduced-fee timeline. And if they decline
I'll just pay up.

Hello,
A brief up date and question. I decided to put in an appeal.
That was on the 12 March. I got an email acknowledgment with the
following:
"We aim to respond to all representations within the time
periods stated above. Please avoid contacting us for an update
about your case during this time, as this may cause further
delay. Please also allow extra time for your correspondence to
reach us if you have sent it in by post.
If your correspondence is received within the discounted period
stated on the PCN, we will place the case on hold and honour
the discounted amount regardless of how long it takes for a
response to be issued."
The time period for response they state is 30 working days but I
still have not heard anything. Do I just wait or should I follow
up now given it's gone beyond 30 days?
Thank you for any advice you can give.
