PCN Broughton Street Manchester | Parked in a Restricted Street
During Prescribed Hours

Hello,
My husband has received a PCN for 'Parked in a Restricted Street
During Prescribed Hours'.
I am unsure of the actual reason for the PCN but I think it may
be because he was parked on the pavement next to the double
yellows as there is no signage indicating a restriction or
prescribed hours. And he's not parked on the double yellows.
For the purposes of challenging the PCN, I would be very
grateful if someone could please advise me as to:
1. What could be the reason for the PCN?
2. Do I have any grounds for appeal?

The double-yellow lines appy to a road, so include footways and
verges up to the property line. Your husband has made a common
mistake we see a lot of on this forum
