Charge Certificate TfL Failing to drive in the direction shown b
y the arrow on a blue sign
By: ReflectoR Date: February 28, 2026, 6:05 am

Hi, I recieved a camera PCN from TfL on the 23/11/2025. I
appealed, saying it was a clone plate, as I've had this issue
for a while now. Today (28/02) I recieved a charge certificate,
dated 18/02. I've shown a picture below. I googled, and it
prompted me to check the history of the PCN on the TfL website.
I've screenshotted that and shown it below as well.
My issue is, after submitting my initial appeal, I did not hear
back from TfL at all. Not via email or post, and this is the
first correspendance I have actually recieved from them.
Where do I stand on this matter?
Thank you for your help as usual.
EDIT: I of course did a bit of reading. The CC is in my wife's
name. So does this mean she will have to make a statutory
declaration?
And apparantley you have 14 days, not 28, before they take it
further. Which is wholly unfair considering I recieved it 10
days late!

the vehicle ?

Hi. Yes it is. It's the same. The original PCN came to the same
address aher.s well.
I've also checked my emails. No response there either.

Your wife will have to submit a Statutory Delaration that you
submitted reps, but received no letter of rejection. She can
only do this once they register the debt at the Traffic
Enforcement Centre. They'll send an Order for Recovery when they
do this, but you need to keep checking the PCN status on their
website, or phone TEC, to make sure, because you've already had
one document go astray, (their letter of rejection). The form
for the SD can be downloaded from the TEC website, (Form PE3).

The thing is, I've received all my other post fine. These
documents have not turned up at all, and even the charge
certificate was 10 days late from the date shown. Not even the
one where they supposedly asked for more evidence.
Is it worth calling up TfL? Or do I have to let it get to that
stage?
I google it, and I found someone else had the exact same thing
happen. Is this a normal occurrence with TfL?
What happens after an SD?
P.s. would it matter that my wife is going to submit the SD, but
the original appeal was in my name?

I've checked the TfL site, the PCN remains in the same state it
was last. Charge Certificate issued.
I will try calling TEC next. I don't know if I'm looking in the
wrong place, but I couldn't find anything on their site.

Update:
Spoke to the TEC.
They have said there is nothing registered against that PCN
number.
Best course of action is to wait and contact the TEC regularly
to check for an update, and no need to contact TfL. According
the agent on the TEC webchat.

Is this the same vehicle as in your Islington thread?

I recieved a camera PCN from TfL on the 23/11/2025. I appealed,
But you could not appeal, only your wife could. I've no idea
what was in their correspondence of 24 Dec. or the NoR, but if
you did not refer to having your wife's permission to make reps
on her behalf then they could reject on this basis alone.

To be honest, I cannot remember if I made it in my name or my
wife's name.
I will see if there's a way to check my original appeal.
