Add a "Times sheet" for the rations

Like the topic title says,so we can exactly know when the
rations are distributed.
(For example:
00.00 rations
02.00 rations
04.00 rations
etc..)

They usually are opened with 5+ civvies, every 2 hours at least.
It's not planned that exactly.
