I: Citizen Summary
After a successful invasion, the Combine began to establish
their dictatorship over the Earth, creating Overwatch Soldiers
from human soldiers captured during the Seven Hour War. The
remaining population was rounded up into the still-standing
cities, which were re-designated with numbers instead of names
(14, 17, etc.). These new "Citizens" of the Combine's empire are
provided with accommodation, rations and protection from the Xen
aliens that infest much of the world. Citizens are also
apparently forced to wear identical blue denim boiler suits, and
women have their hair cut short. The Combine also erected a
Suppression Field, to prevent procreation. The way Conceptual
Artist for the Half-Life 2 series, Moby Franckle says;

downtrodden. Their costumes reflected the location and
environment they lived in using standard issued clothing to give
it a prison-like atmosphere. We wanted them to compliment the
world and not stand out."

II: Your Place in The World
Citizens are considered mortals among gods. (Mortals being the
Citizens and the Gods being the Universal Union.) You have no
reason to live other than to serve hard labor or become a Civil
Protection Unit. You are NOT the next Bruce Lee, do not think
you are and go off and begin to attack people. That WILL get you
attacked and possibly killed. Like all RP, you are not
overpowered or have any special abilities. A citizen can take
you down just as easily as an Overwatch soldier can given the
chance. Most Citizens live in rather poor living conditions. In
the apartment block in Point Insertion it can be observed that
most apartments lack doors (from the constant CP raids), are
littered with old furniture and debris, and are just generally
dirty and cramped living quarters. Most homes have a small TV,
which is always shown displaying Wallace Breen's Breencasts.
III: Helpful Hints
Citizens are able to apply to be part of Civil Protection. Those
who do have generally better lives, and work on shifts
patrolling areas all around the city where they then take place
in raids and crackdowns or just beat up and arrest other
Citizens for many different reasons, or even without any reason
at all. So if you don't want to be beaten day-by-day I
reccommend you join the Civil Protection. If you do get offered
the chance to join the resistance, by all means take it! If you
don't you are missing out on a broad spectrum of RP. Lastly I
have to say that there is A LOT of passive being a citizen. The
only time (Usually) that there is action rp is when events
happen. Most like Exogen breaches and Virome attacks. Now even
when these happen, under no circumstances will ANY unit give you
a gun. But it just spices RP mostly.
IV: How to Roleplay
I have said the same thing in all my guides and this will not
change. I cannot tell you how to RP. It is up to you how to
govern you character. All I can do is give you some helpful
insights on how to make RP in general a better and more
enjoyable. As a Citizen your action RP choices may be limited,
so chose all of your In-Character decisions wisely. I am going
to repeat myself in every guide 'Do Not Act Better Than Everyone
Else!' It makes everyone hate you ontop of not wanting to RP. If
you want to make your character a stuck up ****, go for it. See
how far you get before you either get your ass kicked or killed.
And if you do get in a fist-fight, don't act like you've had
years of martial arts training. Just make it enjoyable for
everyone involved, take a few hits and dish them out. If he is
280 pounds and more muscular than Arnold Schwartzineggar, you
OBVIOUSLY lose. Basically, just make RP fun and enjoyable. It's
supposed to be a relaxing activity and not something you get
everybody to rage at everybody.
V: Frequently Asked Questions
I have played on my civilian more than my CP and my Resistance
characters combined. I haven't heard all that many questions
unfortunately, but I have heard a few good ones.
How do I become part of the Resistance?: That is a question that
is mostly heard around beginning RPers. The simple answer is you
are chosen by a Vested Rebel to join their ranks as a Refugee.
How do I become part of the Universal Union?: This is another
very common question. The answer is you have to wait for
applications to open up, then you go to the forum and fill it
out. You will then wait for it to be read and accepted or
denied.
I just killed a CP! Why am I not apart of the Resitance?: Mostly
because if you kill the CP, you did it with blunt force. The
Resistance does not like ****y, trigger-happy morons who think
they are better than everyone else.
I just got banned for trying to have sex on the server!: Yes
that will undoubtibly happen if you attempt cyber. Basically if
you want to do that, fade to black or take it to Steam Friends
or Private Messages. Not that I am encouraging it at all, I
would rather it not happen at all due to the Suppression field
preventing Procreation. But if you really MUST, take it to PMs
for everyones sake as well as yours.

Don't act like a bad ass
Make action RP enjoyable for everyone
If you are offered to join the resistance, TAKE IT
Apply for Civil Protection when available, It is just as fun as
Rebel RP
