       The Shepherds

       The Shepherds were originally ran by Kenny Fisher before his
       supposed death by bullet to the head when the Shepherds took an
       Assassination Attempt at Jenny Flemming, the City 18
       Administrator. Following the death, Samuel set a ring of fire
       around the Administrator, and executed her from inside of it
       while the Combine were busy fighting off the other Shepherds
       avenging their Leader. From that day, Samuel was known as
       'Circle', and took lead of the Shepherds himself, making City 18
       their home. Although their true place lay within City 23, where
       they originated, and where Sam was born. After long struggles in
       City 18 and multiple stand-offs against the Combine later, they
       moved through City 23, where the 'Cerberus' Incident happened.
       Then onto 18 Again, before taking their chances with the
       Outlands, 45, 17 and finally, City 8. Making all new allies in
       the process and making their preparations to finally come back
       into City 23, to face Kenny, and to face the Cerberus.
