       Ran by Kenny Fisher on a personal quest to kill Samuel and the
       Shepherds for letting their youngest Sister die, Kenny and his
       operatives took full control over City 23 after getting The
       Cerberus and The Shepherds to fight each other with multiple
       death threats to the City Administrator, James Boring, and to
       every inhabitant throughout the districts that opposition meant
       death. The Assassins are truly not a power to be meddled with.
       However, unlike that of the Shepherds or the Cerberus, the
       Assassins only know strength in numbers, which is why they've
       never came out of City 23.
       Bringing the fight to them.
