Ok here are some suggestions.
Siminovs Weps: There are many round the workshop, they are
realistic and fun
Some sort of admin gun
Atmos Admin weather changer (storms, sunny ect.)
Advanced Duplicator We need this tool implemented since
22-02-2014
S-props more advanced props, may be a difficulty though.
Extended Properties (mainly for admin ;)) implemented since
22-02-2014
M9K lol best wep implemented since 22-02-2014

Other Things

NPC Car dealer/Gang maker: This would be very good
Mx radio: better than play x
Loading theme: maybye a good screenshot with a catchy theme when
youre loading and a welocome to server kinda thing, instead of
the normal gmod loading. [ this may be a good theme, it fits in
with dark rp: Snoop Dogg -Smoke weed everyday because it fits
with darkrp :D]
Thats all for now hope to see some of these on the server :D
