       From 1989 to 1991 the Soviet Union disintegrated, the allied
       republics broke their ties with Russia and the Warsaw Pact that
       united them in a military alliance dissolved in February 1991.
       With the collapse of the USSR the nightmare of the Cold War,
       which made a nuclear war between the two blocs possible. In this
       process, in November 1990, all the member countries of the North
       Atlantic Treaty Organization ( NATO ) and the Warsaw Pact had
       met in Paris at the Conference for Security and Cooperation in
       Europe, which gave way to the Charter for a New Europe1, a
       document that generated many hopes because it put an end to the
       Cold War with a set of disarmament and cooperation measures
       between States.

       was the signing of the Treaty on
       Conventional Forces in Europe ( face )2, which substantially
       reduced militarism on European soil. This Conference
       materialized the birth of the subsequent Organization for
       Security and Cooperation in Europe ( osce ), which had the task
       of articulating a new security structure for Europe through
       conflict prevention mechanisms among the 56 member countries,
       all of them from South America. North, Europe and Central Asia.

       They were moments of hope and, somewhat innocently, the European
       peace movement demobilized because it believed that
       reconciliation and peace would make their way in Europe and in
       the world. But hopes soon turned to frustration, when shortly
       afterwards, in Rome, in 1991, NATO member states met to discuss
       the future of the Alliance. NATO was left without an enemy, the
       USSR , and therefore without a mission. But far from taking the
       same path and dissolving itself as the Warsaw Pact did, it
       sought new dangers to justify its continuity.
