       1968-Volunteer Fire Chief Sylvester W. Brougher of the Goodwill
       Fire Company No. 1 of West Fairview Borough, which borders the
       Susquehanna River in Cumberland County immediately to the west
       of Harrisburg, took command of a minor blaze in a house located
       at 440 Second Street in the Borough on January 28, 1968.  Not
       long into the alarm, Chief Brougher clutched his chest and
       collapsed.  He died almost instantly of a massive heart attack.
