something I'm wary of. I'm also thinking that her Intelligence

for simplicity purposes and to mean she isn't too OP in regards
to having three orders and three psychic powers.

I should really expand on who the hell she is XD But, I just
realised the three orders things, so I'll tone that down quite a
bit.

The BotL project leader has made this calculator. It might be
useful for pricing people's characters, although it requires a
base unit to apply the various stat upgrades and subsequent
prices to. So, for you Norabder I'd use an SM captain (90pts) as
the base, and use the calculator to work up from there.

Of course, I know you're new to tt, so I hope you take this as
some education instead of me ripping into you.
First thing, if she's a 200 point model she needs at least 3
wounds. She almost costs as much as Commander Dante, and I could
get any tactical marine, fire one shot, and take her down. Can't
do that against Dante.
Fearless is ok, and makes sense. There is already a rule called
Rage though (gains 2 extra attacks on the charge instead of 1)
so you may need to rename your version of this rule. The other
rules look completely fine to me. With the distances on those
last two: as they're one use only, you can probably get away
with a decently large area of effect. About 12 inches for both
of them will be sufficient.
If she has the option to take a Multimelta, I'd also consider
giving her the Relentless rule. If the 'Rage' rule means she has
to move each turn, without Relentless she won't be able to
accurately fire the Multimelta. This is because a Multimelta has
the 'Heavy' type, meaning that if she moves and wants to fire in
the same turn, she is treated as BS 1. Relentless means that she
can fire weapons as if she remained stationary, even if she did
move in the same turn.
The head of the BotL has a points calculator, I'll get some
accurate pricing on your behalf.

okay, less points then.
I gave her a better invulnerability save to make up for the
wound.
I think Muffin would be well placed with some "look out Sir."
units.
the Joke about the Multimelta:
Muffin can't aim... that's supposed to be that way. I'm
condering giving the possibility to arm her with any ranged
weapon... with them all beeing useless, is there a Rule that
makes that possible?
That giving her a ranged weapon is possible but ultimately
pretty much useless?

A 3+ Save is a good one, but if she's a HQ choice she needs to
be able to actually survive. Having her allies die in her stead
won't be overly effective, because the army will still be losing
soldiers when Muffin could take multiple wounds, meaning she can
take damage but the army overall will still be just as effective
at killing.
Well, just not having the Relentless rule will make her bad at
shooting with that Multimelta, although paying for a weapon
upgrade and then being terrible at using it seems quite counter
intuitive.

Indeed, you shouldn't give Muffin a ranged weapon... but you
can.
I want Muffin to be pretty random at surviving... and not very
strategically good, since she isn't.
And she really doesn't have armour so she shouldn't have the
possibility to survive any kind of shot unless she survived it
trough plot armour...

If a Lord Commissar gets shot, he's still going to die, but he
still has 3 wounds in tt. If someone shot Commander Dante in the
face he'd die, but he still has 4 wounds in tt. What happens in
tt doesn't have to precisely reflect what would happen in an RP
scenario.
