Flaming Halo and the frost thrower are a no-go. The randomness,
depends on what additional effects.

The flamer is melded into your hand, and you can't use that hand
for anything.
Reasonable. Or you could have it act like an Iron Halo: reduce
damage, not negate it. Anti-vehical weaponry ignore the Halo,
but anti-infantry does reduced damage.
Okay. That works.

It's melded to your hand, and it still works.
A force field and an iron Halo are different. A rosarius is a
forcefield, and an iron Halo is just resistance.

Harlequins don't have names... They go by whatever character
they are currently playing. (In this case the duke of the hidden
realm)
The neuro disruptor basically shuts down a targets nervous
system killing them instantly, it also ignores armour (ap1
fleshbane in TT)
The harlequins caress sheathes the wearer's hand in a phase
field that allows the user to reach through solid objects. For
example pulling an enemy's heart from their chest or reaching
through the armour of a tank to damage internal structures.
