       We are living in a decisive moment, marked by a high level of

       governance created in recent decades by hegemonic actors has

       pandemic. Unpredictability and instability have become the norm
       in the face of the sequence of profound crises (social,
       political, health, geopolitical, economic and ecological) that
       can no longer be faced as before, since they are juxtaposed and
       mutually reinforcing.
