       Conditional transfer programs, on the other hand, highly
       effective due to their impact on poverty and their low fiscal
       cost, fell short in distributional terms. The second demographic
       transition, as well as the need to reduce gender gaps, today
       requires expanding care policies and reforming squalid public
       health and pension systems. The greater incorporation into the
